Getting Healthcare in France: The System

start with JARI

  • Expert services — compare/subscribe a mutuelle and get your medical documents translated (translator/interpreter).
  • Community — feedback on Korean-speaking doctors, dentists and clinics.

a two-tier system

  • Social security (Sécu / CPAM) — usually reimburses 70 % of care.
  • Mutuelle — covers the rest (ticket modérateur), extra fees, dental, optical and hearing. You need both to really cut your out-of-pocket cost; the Sécu alone leaves a big share.

step 1: social security number & carte Vitale

  • After 3 months of stable residence, you can join via PUMA (universal health cover) at the CPAM.
  • You get a social security number (15 digits), then request the carte Vitale. Before you have it, use paper claim forms (feuilles de soins).
  • Create your ameli.fr account for reimbursements, certificates and declaring your GP (details: Carte Vitale).
  • Since 2019, students are on the general scheme (no separate student health insurance).

step 2: GP & coordinated care pathway

  • First declare a médecin traitant (GP) — at the 1st consultation or on ameli.
  • GP consultation: 30 € → within the pathway, the Sécu reimburses 70 % (≈ 21 €), minus the 2 € flat contribution (≈ 19 € net), the rest by the mutuelle.
  • Outside the pathway (no GP), reimbursement drops to 30 %.
  • Specialists go through the GP in principle (direct access for gynaecologist, ophthalmologist, psychiatrist in some cases). See Finding a doctor.

the real out-of-pocket cost

  • Tiers payant — with carte Vitale + mutuelle, often no upfront payment at the doctor or pharmacy.
  • Dental, optical, hearing — poorly reimbursed by the Sécu: the mutuelle is key. The 100 % Santé offers zero-out-of-pocket equipment.
  • Long-term conditions (ALD) — related care reimbursed at 100 %.
  • Reimbursements usually arrive within a few days with the carte Vitale.

in an emergency

  • Life-threatening: 15 (SAMU) or 112. Non-urgent evening/weekend: 116 117 (on-call doctor). SMS for deaf/hard of hearing: 114.

medicines & pharmacy

  • Prescription medicines are collected at the pharmacy (reimbursed via the carte Vitale); on-call pharmacy at night and on Sundays (see Pharmacy & medicines).

  • Find a Korean-speaking doctor or dentist via the Community; for translation or interpreting at your appointments, use Expert services.
  • Your Korean medical records may need a translation.
  • Keep a basic first-aid kit (fever, digestion), available at Korean marts.
